This 1980s Wayne Clark high-waisted ball skirt was made in Canada of black polyester taffeta with a quilted black rayon velvet cummerbund waistband. A bubble hem adds to its already-considerable volume. It fastens with a zipper up the back. It's in excellent condition, clean and ready to wear.
