This 1980s Victor Costa strapless evening gown was made in the USA of a black velvet (likely rayon) with baroque silver appliqué on the bodice and back. It's is lined in black satin, with a train at the back of the skirt. The boned bodice has a sweetheart neckline and a deep-V back. The dress zips up the left side. It's in excellent condition, professionally dry-cleaned and ready to wear.
